Example: It would be folly for the country like Pakistan to become involved in the war with India.
While this may have given India an excuse for exercising “strategic restraint”, the folly was compounded by describing Pakistani perpetrators as “non-state actors”; providing Pakistan the opening to declare that they were Kashmiri “freedom fighters”.
